Good (Time) Lord!   I remember him from Soft Top, Hard Shoulder, one of those hopeful attempts at a British Road Movie.  Nay, that even more benighted sub-genre, the Scottish Road Movie.

And he can manipulate time, you say?  That explains why Soft Top seemed to go on forever ...
